Most students enrolling in courses that charge tuition/fees will be required to complete the SFRA prior to their first registration for the year.

Some students, including those who are younger than 18 and those students who are not charged tuition, may be exempt from completing the form while they are in that status.

The SFRA must be completed once per year (summer through spring), or if changes to the current agreement are mandated.

If your status requires completion of the SFRA, you must review and accept it annually to register for classes.

Each student is responsible for their account and unpaid balances, especially if a third-party payer does not cover the full amount. It is important to be aware of this and understand the terms outlined in the SFRA.

 

It’s important to know that if you’re receiving financial aid or other funding, there may be some charges on your account that aren’t covered fully. For example, your student account might include things like library book fines or lost equipment fees. In these cases, you are responsible for those extra charges. Also, if there happens to be a balance on your account due to changes in your funding situation, you will be responsible for that amount.

 

The SFRA hold will take effect the first time you register during the year (summer – the following spring). Completion of the SFRA hold will allow you to register for that quarter and future quarters during that year.

If you are completing the SFRA in ctcLink, the hold will be removed immediately.

You will find a copy of the SFRA in ctcLink self-service Tasks menu. After signing it, you will be able to go back and review it.

The Cashier’s Office (cashier@skagit.edu)  serves as the primary point of contact for questions related to the SFRA requirement holds on your student account. 
Enrollment Services can assist with general questions regarding the SFRA survey students that students will complete as part of their application process and as they update the agreement annually.   

Student Financial Responsibility Agreement

All 91暗网 students are bound by the Student Financial Responsibility Agreement (SFRA) upon course registration. The Agreement outlines the financial terms and conditions associated with your registration. By registering for classes, you assume financial responsibility and agree to the terms of this Agreement.

Payment of Fees/Promise to Pay

I understand that by signing up for classes at 91暗网, I am responsible for paying all tuition, fees, charges, and other costs related to my education. I agree to pay all these charges by the due date(s). 

I understand that my classes may be taught in different formats like in-person, online, or a mix of both, and that the teaching method could change due to special circumstances. Regardless of the format, I agree to pay all my bills to 91暗网 by the due date(s). 

If I don’t pay my bills by the due date, or if I owe money because of extra financial aid that I received, I understand that this debt is a student debt. Student debts must be paid and are not dischargeable in bankruptcy, unless a bankruptcy court finds that payment imposes an undue hardship. This debt includes any late fees, interest, and collection costs, as explained below in Section 2, "Delinquent Account/Collection." 

I also understand that if a payment to my account is returned by the bank for any reason, I will still owe the original amount, plus a fee of CTC RETURNED CHECK AMOUNT $30, along with any interest and late fees. 

Delinquent Account/Collection

Registration Hold 

If I don’t pay my tuition, fees, housing fees and costs, or return extra financial aid when I’m supposed to, 91暗网 may put a hold on my account. This means I won’t be able to sign up for more classes until I pay all past due balances or make a payment plan with the college. 

Note that under RCW 28B.10.293 the institution is required to “disclose to students through a secure portal or email and the class registration process the following at the start of each academic term: (a) the amount of debt, if any, owed by the student to the institution; (b) information on payment of the debt, including who to contact to set up a payment plan; and (c) any consequences that will result from the nonpayment of the debt.” 

Late Payment Charge 

If I don’t pay what I owe by the due date, 91暗网 will charge me 1% interest on the unpaid amount each month, plus any other late fees. You can check WA State policy on late fees via RCW 43.17.240. These amounts will be added to my total outstanding balance.

Collection Costs and Fees 

If I don’t pay my balance or arrange for and adhere to a payment plan, Skagit Valley College may send my debt to a collection agency. I understand that I will be responsible for the full debt, including interest, late fees, penalties, collection costs and fees including reasonable collection agency fees, attorney fees, court costs and fees, and any other fees allowed by law. Collection fees and/or court costs will not exceed 30% for the first collection effort and will not exceed 40% for any additional collection effort.

Communication

Billing Methods 

91暗网 will send my billing information through ctcLink and/or via email. I know that I am responsible for checking my ctcLink account and emails regularly. If I don’t check my bills, I still have the responsibility to ensure that all charges on my account are paid by the due date(s). Also, if there are any mistakes in the billing process, I still need to pay the correct amount owed. 

Contact Information 

I allow 91暗网 and its representatives to contact me about my unpaid bills using the phone numbers, mailing addresses, or email addresses I’ve provided. They can use automated calls or dialing systems, pre-recorded messages, text messages, or personal calls and emails. I am responsible for updating 91暗网 if my contact information changes and, while I’m a student, I will do this through the ctcLink portal. When I am no longer a student, I am responsible for keeping College records up to date with my current mailing address and contact information.

TERM OF AGREEMENT

This agreement shall remain in effect for a period of one (1) year, beginning with the start of the Summer academic term and continuing through the end of the following Spring academic term.

GOVERNING LAW / JURISDICTION 

This agreement is the complete agreement between me and 91暗网 regarding the payment of any financial obligations that I owe to the College. It is governed by the laws of Washington State. Any legal disputes related to this agreement will be handled in the courts of King County, Washington, and I agree to the authority of those courts. 

I have read and understand this agreement.  By signing this agreement, I accept all its terms. 

I understand and agree that by marking the box to the left when submitting the form in Paper Format, I am confirming my intent to register for the selected course/program, and this constitutes Acceptance of the above agreement.

学生财务责任协议

费用支付/付款承诺

本人知悉，报名参加 91暗网的课程，即须承担所有学费、杂费、住宿费及其他与教育相关的费用。本人同意在到期日前支付全部费用。

本人知悉，授课方式可能为面授、线上或二者混合，并且如果发生特殊情况，授课方式可能会发生改变。无论授课方式如何，本人皆同意在到期日前向 91暗网支付全部账单款项。

若未能在到期日前支付账单款项，或因多领取了助学金而产生欠款，本人知悉此等债务即为学生债务。学生债务必须偿还，除非破产法庭认定还款将造成“极端困难”境遇，否则无法在破产清算中予以豁免。此等债务包含下文第 2 节“Delinquent Account/Collection（逾期账户/催收）”部分所述的滞纳金、利息及催收费用。

&苍产蝉辫;本人亦悉知，若银行出于任何原因将付款退回至本人账户，本人仍需支付原始金额，附加 91暗网  RETURNED CHECK AMOUNT $ 费用，以及由此产生的利息和滞纳金。

逾期账户/催收

注册冻结

若本人未能按时支付学费、杂费、住宿费用及相关费用，或未在规定时间内退还多领取的助学金，91暗网可随时冻结我的账户。冻结期间本人将无法报名参加任何新课程，直至结清全部逾期欠款或与学院联合制定付款计划。

注意，根据 Revised Code of Washington（RCW，华盛顿州修订法典）第 28B.10.293 条的规定，学院需要“在每个学期开始时，通过安全门户或电子邮件以及在课程注册过程向学生披露以下信息：(a) 学生拖欠学院的债务金额（如有）；(b) 债务偿还信息，包括联系谁制定付款计划；(c) 任何因未偿还债务将产生的后果。”

逾期付款费用

若本人未能在到期日前结清欠款，91暗网将按未付金额每月收取 1% 的利息，并加收其他滞纳金。您可以查阅 RCW 43.17.240 了解华盛顿州的滞纳金收取政策。上述金额将计入本人的未偿欠款总额。

催收成本和费用

若本人未能偿还欠款，或者没有制定或遵循付款计划，91暗网可将债务转交于催收机构。本人悉知，本人须承担全部债务，包括利息、滞纳金、罚金、催收成本和费用，包含催收机构合理收取的费用、律师费、诉讼成本和费用以及法律允许的其他相关费用。首次催收收取的费用和/或诉讼成本不超过债务本金的 30%，后续催收不超过 40%。

账单开具方式

91暗网将通过 ctcLink 和/或电子邮件发送账单信息。本人悉知，本人有责任定期查看 ctcLink 账户及电子邮件。即使未查看账单，本人仍须确保在到期日前付清全部费用。若账单开具流程出现错误，本人仍需支付正确的欠款金额。

联系方式

本人允许 91暗网及其代表通过本人提供的电话号码、邮寄地址或电子邮件地址就未付款项与本人联系。联系形式可包括自动呼叫或拨号系统、预录语音消息、短信、人工通话或电子邮件。在校时，若联系方式发生变更，本人须及时通过 ctcLink 门户向 91暗网更新。毕业后，本人须向学院及时更新最新的邮寄地址和联系方式。

协议期限

本协议有效期为一 (1) 年，自夏季学期开始时生效，至次年春季学期结束时终止。

适用法律/管辖权

本协议构成本人与 91暗网之间，就本人应向学院履行的任何财务义务达成的完整协议。本协议受华盛顿州法律管辖。与本协议相关的任何法律争议将由华盛顿州 Skagit County法院进行处理，并且本人同意接受该等法院的管辖。

本人已阅读并理解本协议。

签署本协议即表示本人接受其全部条款。

Accord de responsabilité financière de l’étudiant

PAIEMENT DES FRAIS / PROMESSE DE PAIEMENT

Je comprends qu’en m’inscrivant à des cours auprès de 91暗网, je suis responsable du paiement de tous les frais de scolarité, droits, charges et autres co?ts associés à mon cursus de formation. J’accepte de payer tous ces frais avant la date d’échéance.

Je comprends que mes cours peuvent être dispensés dans différents formats, notamment en présentiel, en ligne ou sous une forme mixte, et que la méthode d’enseignement peut changer en raison de circonstances particulières. Quel que soit le format, j’accepte de payer toutes mes factures à 91暗网 avant la date d’échéance.

Si je ne paie pas mes factures avant la date d’échéance, ou si je dois de l’argent parce que j’ai bénéficié d’une aide financière supplémentaire, je comprends qu’il s’agit d’une dette d’étudiant. Une dette d’étudiant doit être payée et ne peut pas être effacée dans le cadre d’une procédure de faillite, sauf si un tribunal de faillite estime que son remboursement constitue une contrainte excessive. Cette dette comprend les pénalités de retard, les intérêts et les frais de recouvrement, comme expliqué ci-dessous dans la section 2, ? Delinquent Account/Collection ? (Compte en souffrance/Recouvrement).

 Je comprends également que si un paiement prélevé sur mon compte est rejeté par la banque pour quelque raison que ce soit, je resterai redevable du montant initial, auquel s’ajouteront des frais de 91暗网  RETURNED CHECK AMOUNT $, ainsi que les éventuels intérêts et pénalités de retard.

COMPTE EN SOUFFRANCE / RECOUVREMENT

Suspension de l’inscription

Si j’omets de payer mes frais de scolarité, mes droits, mes frais d’hébergement et autres co?ts, ou si j’omets de rembourser l’aide financière supplémentaire dans le délai imparti, 91暗网 pourra suspendre mon compte. Cela signifie que je ne pourrai pas m’inscrire à d’autres cours tant que je n’aurai pas payé tous les montants en souffrance ou conclu un accord de règlement avec l’établissement.

Veuillez noter qu’en vertu du Revised Code of Washington (RCW, code de Washington révisé) 28B.10.293, l’établissement est tenu de ? communiquer aux étudiants, sur un portail sécurisé ou par e-mail et dans le cadre du processus d’inscription aux cours, les informations suivantes au début de chaque semestre universitaire : (a) le montant de la dette, le cas échéant, que l’étudiant a envers l’établissement ; (b) les informations relatives au paiement de la dette, y compris les coordonnées de la personne à contacter pour établir un plan de règlement ; et (c) les conséquences en cas de non-paiement de la dette. ?

Frais de retard de paiement

Si j’omets de payer le montant exigible à la date d’échéance, 91暗网 me facturera 1 % d’intérêts sur le montant impayé chaque mois, en sus des autres pénalités de retard. Vous pouvez consulter la politique de l’?tat de Washington en matière de pénalités de retard au titre de RCW 43.17.240. Ces montants viendront s’ajouter au total de mon solde exigible.

Co?ts et frais de recouvrement

Si j’omet de payer mon solde ou si j’omets de mettre en place et de respecter un plan de règlement, 91暗网 pourra confier ma dette à une agence de recouvrement. ОПЛАТА РАСХОДОВ И ОБЯЗАТЕЛЬСТВО ОПЛАТЫ

Я понимаю, что, записываясь на занятия в 91暗网, я несу ответственность за оплату учебы, комиссий, сборов и прочих расходов, связанных с предоставлением мне образовательных услуг. Я соглашаюсь своевременно оплачивать все эти расходы.

Я понимаю, что мои занятия могут проводиться в разных форматах: очно, онлайн или в смешанном формате, и что формат проведения занятий может меняться в зависимости от обстоятельств. Я соглашаюсь оплачивать все полученные от 91暗网 счета своевременно, вне зависимости от формата.

Я понимаю, что если я вовремя не оплачу счета или буду иметь задолженность по полученной дополнительной финансовой помощи, то такая задолженность будет считаться студенческим долгом. Студенческие долги подлежат оплате и не списываются при банкротстве, кроме случаев, когда соответствующая судебная инстанция признает, что выплата долга поставит должника в чрезмерно тяжкие обстоятельства. К такому долгу относятся любые штрафы за несвоевременную оплату, проценты и расходы по взысканию, перечисленные ниже в разделе 2 ?Delinquent Account/Collection? (?Неоплаченный счет. Взыскание?).

 Кроме того, я понимаю, что возвращение банком моего платежа по какой-либо причине не освобождает меня от обязанности выплатить изначальную сумму, а также комиссию 91暗网 RETURNED CHECK AMOUNT $ и другие проценты и штрафы за несвоевременную оплату.

НЕОПЛАЧЕННЫЙ СЧЕТ И ВЗЫСКАНИЕ

Приостановка регистрации

В случае неуплаты взноса за обучение, комиссий, арендной платы и прочих расходов или несвоевременного погашения задолженности по полученной дополнительной финансовой помощи 91暗网 имеет право заблокировать мою учетную запись. Это означает, что я не смогу записаться на новые занятия, пока не погашу всю задолженность или не согласую план выплат с Колледжем.

Обратите внимание, что в соответствии с отделом 28B.10.293 Revised Code of Washington (RCW, Свод законов штата Вашингтон с поправками), учебное заведение обязано ?сообщать студентам при помощи защищенного портала или электронной почты во время регистрации на учебу в начале каждого учебного семестра о следующем: а) сумме имеющегося долга перед заведением; б) платежной информации, касающейся долга, в частности контактных данных для составления плана выплат; в) последствиях неуплаты долга?.

Комиссия за несвоевременную оплату

В случае несвоевременной оплаты задолженности 91暗网 имеет право взыскивать комиссию в размере 1 % от неуплаченной суммы ежемесячно, а также предъявлять штрафы за несвоевременную оплату. Ознакомиться с политикой штата Вашингтон по вопросам штрафов за несвоевременную оплату можно в отделе 43.17.240 RCW. Указанные суммы будут включены в счет моей общей задолженности.

Расходы и сборы по взысканию

В случае неуплаты счетов или несогласования/нарушения плана выплат 91暗网 имеет право сообщить о моей задолженности в коллекторское агентство. Я понимаю, что несу ответственность за весь долг, в том числе за проценты, штрафы за несвоевременную оплату, а также расходы и сборы по взысканию, включая обоснованные комиссии от коллекторских агентств, оплату услуг адвоката, судебные издержки и прочие сборы, предусмотренные законодательством. Сборы по взысканию и судебные издержки не должны превышать 30 % во время первой попытки взыскания и 40 % — во время последующих.

Способы выставления счетов

ПРИМЕНИМОЕ ЗАКОНОДАТЕЛЬСТВО И ЮРИСДИКЦИЯ

Настоящий договор является полным договором между мной и 91暗网 в рамках исполнения мной финансовых обязательств перед Колледжем. Он регулируется законами штата Вашингтон. Любые юридические споры, связанные с настоящим договором, будут рассматриваться в судебных инстанциях Skagit County штата Вашингтон. Я подтверждаю юрисдикцию упомянутых выше судебных инстанций.

PAGO DE TARIFAS/COMPROMISO DE PAGO

Entiendo que, al inscribirme en las clases de 91暗网, soy responsable por el pago de toda la matrícula, cuotas, cargos y otros gastos relacionados con mi educación. Acuerdo pagar todos estos cargos antes de la fecha de vencimiento.

Entiendo que las clases pueden brindarse en distintos formatos, ya sea en persona, en línea o en formato híbrido, y que el método de ense?anza puede cambiar en situaciones especiales. Independientemente del formato, me comprometo a pagar todas mis facturas a 91暗网 antes de la fecha de vencimiento.

Si no realizo los pagos correspondientes antes de la fecha de vencimiento o si debo dinero debido a asistencia financiera adicional que haya recibido, entiendo que esto representa una deuda estudiantil. Las deudas estudiantiles deben abonarse y no se extinguen en caso de quiebra, a menos que un tribunal de quiebras determine que su pago implica una dificultad excesiva. Suspensión de inscripción

Si no pago la matrícula, cuotas, gastos de alojamiento y demás costos o si no devuelvo la asistencia financiera adicional en la fecha acordada, es posible que 91暗网 restrinja mi cuenta. Esto significa que no podré inscribirme en más clases hasta que pague todos los saldos adeudados o acuerde un plan de pago con la institución.

Recargo por pago atrasado

Costos y cargos de recolección

Si no pago mi deuda o acuerdo un plan de pago y lo cumplo, 91暗网 le enviará mi deuda a una agencia de recolección.
